NewsDraftWestsideSpecificPlanandDraftEnvironmentalImpactReportCITYTheCityispleasedtoannouncethereleaseofthedraftWestsideSpecificPlananddraftEnvironmentalImpactReport.TheWestsideareaalsoknownasOldTownisanareaborderedonthewestbyInterstate5andtheeastbyRoos-eveltAvenuestretchingfromW.PlazaBoulevardsouthtoW.24thStreet.The100-acrecommunitybeganintheearly1900sasasingle-familyneighborhoodwithmodesthomesonsmalllotsforfamiliesaffiliatedwiththewater-frontandrailroadindustries.Afterthe1940sindustrialbusinesseswereintroducedintotheneighborhood.Todaytheneighborhoodconsistsofavarietyoflandusesincludingsingle-familyhomesscatteredindustrialandcommercialseveralchurchesmarketsandtheKimballElemen-tarySchool.Thismixtureofautoserviceslightmanufacturingandwarehousesinter-spersedthroughoutthecommunityofover1400residentshasresultedinconcernsre-latedtotrafficparkingnoiseairqualityandhazardousmaterialsexposure.Inresponsetothesecommunityconcernsin2005CityCouncildirectedstafftopre-pareacomprehensivelanduseplanforre-vitalizingandimprovingthequalityoflifeintheWestsideneighborhood.ThepurposeofthePlanistoidentifygoalstoachieveahealthyvibrantcommunityforbothresi-dentsandbusinessownersandencouragereinvestmentinthecommunity.Afterfivecommunityworkshopsandsev-eralCityCouncilmeetingsthatincludedactiveparticipationbyresidentsbusinessownersandpropertyownersavisionandguidingprincipalswereformulated.TheseserveastheframeworkfortheWestsidelanduseplan.ThedraftWestsideSpecificPlandefinesseveralnewzonesthatwillal-lowformixed-usedevelopmentresidentialandcommercialandsmalllotsforsingle-familyresidentialdevelopment.Theplanalsofocusesonreinvestingintransit-orienteddevelopmentandconserv-ingandenhancingParadiseCreekasavaluableresource.AdraftEnvironmentalImpactReportwaspreparedthatanalyzespotentialimpactsofthedraftlanduseplan.BoththedraftdocumentstheWestsideSpecificPlanandEIRareavailableforpublicreviewuntilDecember212009.PublichearingswiththePlanningCommissionandCityCouncilareanticipatedtobegininFebruary2010.AnyquestionscontactPeggyChapinat619-336-4319orbyemailatpchapinnationalcityca.gov.12Winter2009
